Some do. Streets near the Elwood Canal sit on low-lying land, and damp shows up in period brick and render as blistering, bubbling and salt staining low on the walls. Paint alone does not fix damp. We identify it at the walk-through, tell you plainly if the underlying cause needs attention first, and specify breathable or salt-tolerant systems where they are the right answer rather than sealing the problem in.
